Time's up for happy hours Time is being called on "happy hours" and drinks promotions in Newcastle in a bid to combat the region's binge drinking "alcohol epidemic". New licensing laws will see conditions slapped on new bars in the city banning landlords from offering cheap drinks. Newcastle City Council chiefs, who have also vowed to stem the number of new "superpubs" in Newcastle, hope the new licensing policy, coming into force today, will also put an end to the city's stag and hen party image. Landlords last night claimed the new rules could affect more than 95pc of bars, which are expected to seek extensions to their opening hours, and that the happy hour ban would be fiercely contested. But others backed the move, along with police chiefs and medical experts, as a weapon against disorder and the region's spiralling alcohol-related health problems. A clampdown on happy hours is also set to come into force in North Tyneside. Rather than a blanket ban, the new conditions can only be placed on applications for a new licence or for a variation to an existing one.
