There's a single global option which allows people to choose, and then you can set each theme to "public", allowing users to select it... I can't...
I'll have a look at the groups and see if there's a way to sort it out :)
Personally I'd leave a selection of decent themes on the board and let people choose the one that suits them. I think there was 3 or 4 themes...
