An operation of that calibre botched or not would not have been carried out by a Police constable with standard arms training - FACT.

It was not aplanned op, one unarmed man followed him out the block of flats(they did not know if he came out of specific flat being watched) and called in armed backup who caught up with him outside the tube station

To be fair there's been that many versions of events and there's no way the real truth has been told so there's no point in arguing about it.

the only thing that bothers me in all this are the eyewitnesses who claimed to have seen him running away etc. yet the official report denies this... did they see someone else or where they bullshittin... if so shouldn't they be arrested for bearing false witness!!! none of it adds up... another chapter for the conspiracy theories programme i reckon!
